Judge Marshall is applauded for initiating first time offender programs. He stared the First Offender Program during his tenure as a judge in Portsmouth Municipal Court. This program allowed for dismissal of misdemeanor charges for first time offenders who successfully completed rehabilitation programs. He also organized and officiates the S.T.O.P. Program Drug Court, a program for first-time, low-level drug dependent felons who successfully complete intensive rehabilitation. S.T.O.P. is the most successful program in the state with only three graduates re-offending in over eight years.
